On September 28, 2013, at the International Investment Forum «Sochi-2013» Dmitry Medvedev, the Prime Minister of the Russian Federation said that, he unstructured to examine the issue of creation of a Russian agency to attract investments to the Russian regions:
«The day before yesterday I signed a special instruction to go through the creation of a dedicated institution, a Russian agency for the attraction of investments to the regions. Actually, this practice is being successfully implemented worldwide. Such agencies are represented in most of the counties. It must become a one-stop service for foreign investors».
The Russian Investment Agency was established on December 20th, 2013 in collaboration with theWorld Association of Investment Promotion Agencies (WAIPA).
From May 1st, 2014 the Agency operates under the official name of «The Russian investment Agency "Invest in Russia"». The name was registered under the Order of the Prime Minister Dmitry Medvedev (from 01.04.2014 No. DM-P15-2144) and the Order of the Russian Ministry of justice (from 11.04.2014 No. 654-R).
