GOVERNMENT PROTECTION OF INVESTMENTSThe attraction of foreign direct investment in Russia declared as a state priority. Variety of state and regional programs of foreign direct investment attraction are developed. Federal laws protect the interests of foreign investors in accordance with international standards.
Federal law "On investment activity in the Russian Federation implemented in the form of capital investments" guarantees the protection of rights, interests and property of foreign investors in Russia.
Federal law "On foreign investments in the Russian Federation" defines the basic guarantees of the rights of foreign investors on investments and received income and profit, as well as the business conditions for foreign investors in Russia.
Government developed a system of different public institutions to promote the attraction of direct foreign investment, the implementation of investment projects with participation of foreign investors and for protection of their rights.
By the order of the President of the Russian Federation special investment Ombudsmen coordinate interaction of public authorities with investors at the Federal, regional and local level — in cities and districts.In all cases of violation of his rights the investor may apply to regional investment Ombudsmen through electronic reception.
Protection of rights and legitimate interests of shareholders and investors in the financial markets is among the main functions of the Central Bank of the Russian Federation.
The Advisory Council on foreign investments under the Department of investment policy of the Russian Ministry of economic development implements the following tasks:
- creation of favorable conditions for investment;
- removal of obstacles to attract investment in the Russian economy;
- improving tax and customs legislation;
- supporting the implementation of investment projects;
- assistance in overcoming administrative barriers.
The Investment Council under the Chairman of the State Duma of the Russian Federation supervises legislative regulation on investments and interests of investors in Russia, develops tools to increase the attractiveness of Russia for foreign investors.
According to the Chairman of the State Duma Sergei Naryshkin, investors should be assured of taking on only those risks that are associated with the business project. This strategy will allow to adapt the Russian market to potential foreign investors who want to run a successful and effective business in Russia.
